HIV&AIDS Prevention

The multi-sector HIV&AIDS prevention programme of the German Development Cooperation contributes to a joint approach to reduce HIV incidence and therefore to strengthen the social stability of South Africa. The geographic focus is on two Provinces, Mpumalanga and Eastern Cape. Other provinces covered by ongoing programmes are Kwa-Zulu-Natal , Limpopo, Northern Cape and North West.

The objective on programme level is to achieve that vulnerable population groups increasingly make use of adequate service and support measures of HIV prevention offered by all sectors involved.

The following three indicators are used to evaluate the success of the multi-sector HIV&AIDS prevention programme:

  1. Reduction of new HIV and TB infections until 2016 by 50%.

  2. Positive changes in knowledge, attitudes and practices among most vulnerable groups regarding HIV prevention as well as stigmatization of HIV infected and/or affected people have been achieved.

  3. The percentage of people in the GDC intervention zones who have participated in an HIV test in the last 12 months, who have been counselled in a qualified HIV Counselling and Testing centre and who know their results has increased by 5% until 2013 and at least 85% by 2025.

The target groups are those population subgroups that are most affected by HIV&AIDS – people who are exposed to a high risk of getting infected and/or who suffer most the consequences of the epidemic.

Current priority areas of GDC activities in the field of HIV&AIDS are:

Assistance to AIDS Councils and other relevant actors at national level and in selected provinces

In order to ensure the implementation of the multi-sector HIV&AIDS prevention strategy from national to local level, the GDC assists the South African National AIDS Council (SANAC) as well as provincial and district AIDS Councils in developing their capacities to manage a focused multi-stakeholder approach, especially with regard to Knowledge Management and Organisational Development. The new National Strategic Plan (NSP) for HIV and AIDS, STIs and TB 2012-2016 as well as the Provincial Strategic Plans (PSP) serve as strategic guides.

Support to selected NGOs

The GDC supports NGOs active in the field of HIV&AIDS prevention in the development of innovative intervention approaches to tackle stigma, especially in the form of youth development (loveLife) and community dialogues (Nelson Mandela Foundation).

Establishing Development Partnerships

The collaboration between civil society and the public and private/business sector is strengthened by building public private partnerships in combating HIV&AIDS.

Rollout of HIV&AIDS Workplace Programmes (WPP)

With a focus on small and medium sized businesses, the GDC develops and implements HIV Prevention and Health Promotion WPP in Southern Africa (AWiSA). To further promote regional exchange of information and experience, an internet-based platform functioning as a Community of Practice in sub-Saharan Africa has been established (AWiSA Network).

Promotion of broad HCT programmes

In cooperation with public, private and civil society service providers, HIV Counselling and Testing (HCT) is enhanced in selected provinces, making use of mobile service provision and an integrative approach of HIV&TB testing as well as innovative AIDS education.

Social protection of orphans and vulnerable children (OVC)

The GDC contributes to the social protection of affected children in order to ensure long-term prevention of HIV.

HIV&AIDS Mainstreaming

The multi-sectoral approach requires all actors and decision makers to consider HIV&AIDS issues in the planning, implementation and evaluation of all initiatives, projects and programmes.
